What are the top factors to consider when choosing a university in US as international student?

I have been looking at options for my students studying abroad. I am the CEO of a company called TEBAcademy at TEBAcademy.com and we are admissions consultants who help hundred of students in the US and international students as well gain admission to US colleges and universities.
Should someone from Iceland that is a student of mine necessarily go to an area of the US for college that is colder or more like Iceland?
