Can't find a university that doesn't need 2 A levels or is too expensive

I'm an Egpytian IGCSE student, universities here require 8 O levels & 1 AS as a minimum.
This is what I did, and I got good grades, but now as I considered travelling, I can't find any university that can take these subjects. I can take a foundation year if I found a good university that's not too expensive, I've been searching since 2 days but can't find one.
Tuition fees should be less than 11500 Euros/12500 USD.
