I was offered scholarships both from CEU (2-year MA in Economics) and the College of Europe (1-year MA in European Economic Studies). Which one to choose? I am in distress)

Hello! Congratulations first of all - that's a great achievement. This is really a personal decision, which will depend on your own interests and future ambitions. I'd recommend spending some time really looking into the curricula, and considering which course you're most excited about, and which one seems the best pathway for your intended career.

Both are remarkable schools but I think you have to come up with weigh in options for yourself, pros and cons. I think that may help you at this point.
