Hello, I am from DR Congo. If the QS scholarship happens to be higher than the tuition fee, can someone have financial support?

In that case, after paying the tuition fee can the remaining amount still be invested for one education at the university like financial support in other things related to the winner education like a grant to the winner with things paid directly to the university such as accommodation?
