Is it possible for a foreign student to study International Relations in Germany and or any other foreign country and get a job in the government sector there? Also, how many German colleges/universities teach IR in English?

Hello, I don't see why not! You can also get a job after graduating - you don't always need to know German, but it will definitely increase your chances of employment if you can speak the language. You may be able to study in English - programs in English in bachelor's level are uncommon but there are many options at masters/PhD level.
