This can help you to discover many respected universities within the country and, with your own small search on the university's own website, will give you information about their engineering programs as well as tuition costs for your particular program as well as typical living costs within the area.

First, you should avoid
First, you should avoid Moscow Institute of Physics and Technology at all costs. The place is total hell. Totally doesn't correspond to their position in the ranking. Infrastructure is crap, and teaching staff is cynical and just awful.
If you crossreference the living costs, and quality of education, maybe you should consider Kazan Federal University, or any other university in Kazan. A little bit further, you might also consider universities in Ufa.
