Can i obtain a scholarship with a non recent bachelor degree ?

Hi there,i am a graduated student but my diploma is not good for anything that's why i choosed to restart an undergaduate course abroad. i want to apply for a scholarship in Toronto Canada. i fulfill all the required criteria for the scholarship ( ielts, high academic level etc). But the problem is that i had my bachelor degree in 2013, i dout that there will be no possibility for guetting the scholarship because my bachelor degree is not recent. However, in the scholarship announcement it is not mentioned that the bachelor degree should be recent.My question : Can i apply for scholarships for an undergraduate universty studies with a non recent bachelor degree (2013) ? Otherwise should i forget that and search other way to restart my studies ?Furthermore, this is the first time i wil apply for a scholarship and i don't know the procedures and the tips for guetting it, i really need your advices, i will be really grateful for every information you give me, and thank you in advance.
