I want to study in Russia on Electronics Engg. I want to know which university will be best for considering living expense, tuition fees, scholarship availability?

First, you should avoid Moscow Institute of Physics and Technology at all costs. The place is total hell. Totally doesn't correspond to their position in the ranking. Infrastructure is crap, and teaching staff is cynical and just awful.
If you crossreference the living costs, and quality of education, maybe you should consider Kazan Federal University, or any other university in Kazan. A little bit further, you might also consider universities in Ufa.
