Public services (the provision of electricity and other energy sources, telecommunications, transport and its infrastructure, as well as water and sanitation works) are the pillar of a country's development. These services constitute about 15% of Peru's domestic product and are a necessary condition for the efficient development of other activities, in addition to being essential for the well-being of the population. Therefore, governments pay special attention to these sectors, and promote their development and proper functioning. In the Peruvian case, the adequate promotion and regulation of public service industries allows, among other aspects, that:
  • The electricity sector is developed according to the needs of citizens and the productive sectors.
  • Telecommunications reach all citizens in adequate conditions of quality and price and that, at the same time, constitute a tool to provide education, health and commercial information services.
  • Alternatives are developed to expand the water and sanitation networks so that they reach the entire population through adequate promotion and regulation.
  • There are adequate plans for the expansion of highways, railways, ports and airports that allow the efficient transportation of people and cargo to contribute to economic development.

To face these challenges, public and private companies and organizations need professionals with knowledge in economic, technical and legal aspects in the aforementioned sectors, which include the promotion of their efficient development with adequate measures that include the design and execution of investment policies, regulation, supervision and universal access. In this way, professionals who have training in areas related to regulation can perform efficiently in institutions responsible for the design and implementation of policies and regulation of public services.
